Board of Directors of the Colorado Centre Metropolitan District of the County
of El Paso, State of Colorado will hold a regular meeting at 5:30 p.m. on the
dates listed below at the Colorado Centre Offices, 4770 Horizonview Drive,
Colorado Springs, Colorado 80925, for the purpose of any business that may
come before the Board. These meetings
are open to the public. If any of the
posted dates and/or the time and/or the place of the meetings change, a new announcement

TO CCMD Welcome and
thank you for your interest in learning more about our district and its
governing body. Public involvement is
central to our resource management efforts and through these pages we want to
provide you with a comprehensive listing of information about our Board and
their actions. Colorado Centre
Metropolitan District is governed by a locally elected 5 member Board of Directors.
The members of the Board live in the Colorado Centre community and
abide by the same rates and rules as all the other customers. The Board,
which establishes policies and fees for CCMD, invites the public to attend
and participate in its monthly meetings held at the District office at 4770
Horizonview Drive. The next scheduled Board Meeting
will take place on Thursday July 22, 2010. You are welcome to review a
comprehensive library of past board meetings, agendas,
minutes and resolutions. The
2010 BUDGET WAS APPROVED AT THE DECEMBER 11, 2009 MEETING. Colorado
Centre Metropolitan District has been serving the community since 1984 and is
dedicated to providing the best and most economical water and sewer services
to our customers! 2010 ELECTION RESULTS!! Two of the five Board of Director positions were
up for election on May 4, 2010. The
two positions are for four (4) year terms. The two candidates that were
elected are Joan-Lucia Treese and Michael Terry (re-elected). They were sworn in at the May 27, 2010
Board meeting. Regional Water Reclamation Facility The Ground Breaking
for the new Harold D. Thompson Regional Water Reclamation Facility was held
on May 13, 2010. This facility will
serve the Jimmy Camp Creek Basin and has an ultimate build out treatment
capacity of 6.0 million gallons per day (mgd). PROGRESS OF THE LFMSDD Water Treatment
Facility is noted in the Colorado
Public Works Journal Volume 6, Issue 5 – 2010. CCMD was part of the November 4, 2008 Coordinated
Election and the Ballot question 5A concerning the funding of the LFMSDD new
regional wastewater treatment plant project had a majority of yes votes.

NEWS!! Fire Station Now
Open By: Al Testa, District Manager After two public hearings and an extensive survey of the
residents, customers and property owners within the District, the Board
adopted a resolution that allowed it to activate “First Responder Fire and
Emergency Services” in support of the Colorado Springs Fire Department
services to our area. The unfortunate component of any service is that it
cannot be offered at no-cost; therefore, the Board adopted a fee schedule
that will charge $29.86 per month per residential account and $179.11 per
month per commercial account. Vacant land will not be charged a fee. We
expect that continuing development within the District will allow more
participation in the fees, consequently allowing these to be reduced in the
future, unless the community wants to increase the service to four fire
fighters instead of two and if inflation is below the revenue generated by
the new accounts. The process that yielded these results was not taken
lightly. All accounts holders of the District are welcome to attend the
District’s meetings to find out how the money that they pay is allocated and
spent. Thank you to the Board and the thirteen resident committee members for
all their hard work distributing the surveys and informing their neighbors so
that every resident had an opportunity to make an informed response regarding
activating First Responder Fire and Emergency Services. Please attend the
Board Meetings for current information regarding long term goals and the
future of the Fire Station. A decision was made NOT to participate in the
El Paso County Coordinated Election in November, 2009 to determine whether to
keep the fire station open. Director
Cantin and Edwards reviewed the original surveys regarding this issue and compared
them to the El Paso County list of eligible registered voters and the results
were the same (62% yes and 38% against in the first survey; registererd voter
breakdown was 62% yes and 38% no and non-registered breakdown was 62.5% yes
and 37.5% no). After reviewing all the
surveys and having discussions about the costs of having an election, the
Board made a Motion to not participate in the election. The Motion was unanimously approved. The Board did determine that it is in the
best interests of the District to have a clearly defined policy as to any
citizen intiative proposed on a District matter. The District values the input provided by
its residents and property owners and it attempts to be responsive to all
such input and ultimately to act in the best interest of all District
residents and property owners. At the
same time, the District has limited financial means to hold an election every
time a segment of District residents or property owners disagreees with a Board
action or decision. Therefore, the
overall Policy objective is to ensure the rights of District residents and
property owners to pursue initiative, while also allowing the District to
efficiently manage its affairs without every District Board action
potentially becoming the subject of an initiative effort. For additional information regarding the

moving to Colorado Centre? Be sure to look at our Welcome Packet! Park Issues! It has come
to our attention that there have been several incidents observed in our new
park of possible vandalism. Parents,
please talk to your children about the benefits of respecting community
resources. The District is in the
process of planning future park facilities and appreciates that the current
facilities are not geared toward pre-teens and teenagers. We invite your ideas and input as to what
types of facilities the District should consider for this age group when
installing park equipment in the future.
